I forgot i had opered while i was testing the bans. thanks

I have attempted to add a Q:Line the ban::nick block it seems to notify the opers that a person is attempting to use a Q:Lined nick but still allows to user to switch to the nick they have chosen.

message looks like this:
- server received Q:Lined nick from user
- server user is now known as ...
