IRCops are not supposed to be ChanOps in all channels. That's not how IRC works. This is because, again, IRCops manager the SERVER, not CHANNELS. IRCops: manage servers. ChanOps: manage channels. Unreal compiles fine on Debian 8. If you did a dist-upgrade from debian 7 to Debian 8 you'll have to recompile Unreal. You will need to install the ssl development libraries too: apt-get install libssl-dev

The proper way is to add the oper block in the unrealircd.conf file.

OperServ is not designed to globally manage ircd oper blocks, so it may or may not work.
