Yes, you should use the config file designed for your specific version of Anope. It appears you are using a 1.7.10 config file with 1.6.4 or 1.7.8 or earlier.

Upgrade to 1.7.10, and these issues will be gone.

There are no shell providers that would give out free IRCd shells in their right mind, and if they are, they are usually hosted on home cable connections that can't stay up for more than a few days.

For reasons best known to me, I was looking for the equivilant of ./unreal mkpass in the windows version of Unreal. After looking through the ircd.c I noticed that the mkpass section was #ifndef _WIN32'ed.

There's also a reason why they say don't post entire config files. You just pasted your cloak keys, and UserKey values, as well as your IP Address. You should change those now.

Have you rehashed Unreal after setting the link block?
Does the ServerName value in services.conf match that in the line ...

1) Start anope with: ./services -debug -nofork
2) Look for the line starting ERROR (if there is one)
3) Paste your Unreal link block, and RemoteServer, ServerName from services.conf

It appears that Windows 98 is being used here. Anope for Windows may work on this operating system, but the Anope team do not support any non-NT based windows OS'es.

We took this decision last week, as several issues arose, that were resolved by using NT based systems, such as 2000 and XP.

And now you won't get any support.

I will reiterate this again, there is no sane reason to have raw enabled. Everything you could possible want to do either exists as a command, or can be coded up easily in a module, which is more secure, and less prone to 'abuse'.
