You may also wish to check your client settings, as many clients have built-in rate limiting that gets in the way as well.

I know you probably don't want to hear it, but usually if you are getting "Connection Refused" it's a problem outside of UnrealIRCd and Anope. So, with that said... I would suggest trying following, in order: Ensure UnrealIRCd has a listen block for port 7000. Check your netstat output to ensure Unr...

The only module I can think of that provides a function to add an oper is Angrywolf's "opers" module, found here: http://www.angrywolf.org/modules.php

To my knowledge, no one has updated this module or made one similar for UnrealIRCd 4.

I also suggest going through your configuration and removing any comments and information that is not needed for the IRCd to run. A configuration with 700+ lines is too long and will cause issues (either issues with Unreal processing it or being nearly impossible to manage when something needs to be...

No one here will write this module for you. There is no reason to disable WHOIS unless you are doing something unethical or illegal with your IRCd. Information contained in WHOIS should be readable by all users on your network.

I always recommend using a configuration with as little comments or extra information as possible. The example configuration is an example and not intended for use in production.
