There is not, the best you can do is tell operators that want this ability to use a script that automatically executes the appropriate /oper command.

Does that library exist on your system? If not, you may want to re-build Unreal (if you haven't already). Be sure to run 'make clean' before re-running ./Config

I know you probably don't want to hear it, but usually if you are getting "Connection Refused" it's a problem outside of UnrealIRCd and Anope. So, with that said... The only module I can think of that provides a function to add an oper is Angrywolf's "opers" module, found here: http://www.angrywolf.org/modules.php

To my knowledge, no one has updated this module or made one similar for UnrealIRCd 4.
