There is not, the best you can do is tell operators that want this ability to use a script that automatically executes the appropriate /oper command.

Does that library exist on your system? If not, you may want to re-build Unreal (if you haven't already). Be sure to run 'make clean' before re-running ./Config

Looking at the notes on the bug tracker, it MIGHT be considered for 4.0.19. Syzop is making preparations to release 4.0.18, so you've still got a while to wait for this to happen. You can always follow this yourself on that bugs tracking page, right now the status is set to "acknowledged" ...

I know you probably don't want to hear it, but usually if you are getting "Connection Refused" it's a problem outside of UnrealIRCd and Anope. So, with that said... I would suggest trying following, in order: Ensure UnrealIRCd has a listen block for port 7000. Check your netstat output to ...
