Looks to me like its not accepting the data from the other IRCd as it syncs to the net. That would cause it to not see other servers.

Forgive me if this sounds moronic, IM quite sleepy atm lol

Ive been over the forums somewhat, as well as the conf and the docs, so i will ask here

Is there any way to disable it short of removing the code?
