Did you configure the port as SSL (see listen block)?
If so, either remove the SSL option, or.. connect with an SSL compatible IRC client in the proper way.

I got rid of SSL now I just get

* [10054] Connection reset by peer

when I try to connect to my server after runing Wircd and Unreal I get
* Send error ([10053] Software caused connection abort) ,
* [10054] Connection reset by peer
and
