When i do /tklexport or /tklimport i get this:

Permission Denied- You do not have the correct IRC operator privileges

Is there a way to keep the commands even if the ircd is turned off?

When I put
/msg ChanServ levels #channel set autovoice 0
I get:
-ChanServ- This command is useless in this mode.

I want to auto-voice people in a channel. I'm using Anope 1.6.3.
