Read the Unreal FAQ. Its likely that your OS cannot handle more and as such you'll need to focus on that. All of this is explained in the FAQ (to some degree).

The only way I'm aware of is by adding another class block and making sure that the user falls within it. Then raise the sendq/recq settings and setup an extra allow{} block so that the user is put in the right class block.

My network doesn't promote it but a growing majority of our users prefers it over a plain connection. Looks more like a u:line issue to me. Make sure your ulines{} block is correctly setup on all your servers.

Yes, it's *nix environment. User has write access to tmp Moreower, I've set 777 rights ti ensure. Partiotion is /usr, so isn't noexec. Just to make sure because this is happening on more than one environment: I'm not referring to /tmp but the tmp subdirectory in your Unreal configuration directory....
