i am using windows 2033 . how can i make ircd has full permissions to oper.db ?

i didn't run BOPM. because i didn't find a BOPM can use on windows

nickname , fullname, text they send are random . . and they flood my Main Channel #lobby (channel autojoin on connect)

when i rehash the server i recieve a error

how can i fix it ?

clones join my server with different Ip and flood my server . Any ideas to solve this problem . I think i need a bot to protect my server, a pro bot to anti flooding with different IP. i am useing unreal 3.2.2b running on windows 2003

when i type comamnd /os global text . nothing happend . no error warning . it's nothing

the users of my server have the host name like that @3B664FBB.60FB5B8D.18F37360.IP . i want to replace it by @user.dongnaiteam.net . How can i do that ?

i know ultimateircd have a command to add oper : /addoper .... . and i wonder that unrealircd dont have a command like that ?
