As far as the Windows version goes, can I just update some DLLs? Or will there be a new download package made like was done for heartbleed?

you made need certain oper flags on all the servers...like netadmin or global. and snomask F.

I use a similar set up and I am able to see the remote connects of the leaf on that is on same server as the hub. Nothing special should be necessary.

Remove the router from the situation. Connect directly without the router and see if it works. Sounds like it is either your router or your ISP causing this issue.
