I think the best way to restrict how many users there can be in a channel (in ALL channels) is to see if your services offer a "restrict channel modes" feature. Services could override any settings you have in your conf. If you mean an individual channel, set the channel mode +l limit wher...

I've never heard of irc services that use text files

I wouldn't recommend that

All that I've heard of use databases, whether it be a file or a RDBMS

I think unreal should support a clock offset option for servers so the clocks don't need to be changed but they can have an 'offset' so they match. Don't think this exists...

Yeah, IRCops with OperOverride can do everything a +q operator can without being opped. Also, if the op doesn't have the OperOverride flag but they have control over services, some services can let you kick and ban without being opped & stuff.

Out of curiousity, how would this be useful? You don't want founders to have founder-level access? (Well, whether or not their user mode is +q or not, they'd still be able to use ChanServ like a founder most likely)

You don't do ./config on windows! the win32 executable is an installer for windows whereas ./config is the installer for linux. Just download the win32 one and run the installer. works for me!

If I understand you correctly, you're trying to md5 something through php.

The function is md5()

string md5 ( string str [, bool raw_output] )

$new = md5($old);

$new now is the md5 of $old

Well what Stealth had to say didn't exactly fix Idezo's problem either. I am simply suggesting while the opportunity exists, as it was, in fact, my opinion. Many ideas were contributed anyway. The underlying point is that you probably will not be able to run Unreal on Windows with great expectations...

In order for registry changes to take effect, you must restart the computer. Also, it sounds like it could be memory-related, but I'm not sure :)
