Judging by all that it sounds like the subnet has been banned. Unfortunatly most networks wont remove subnet bans for the very reason the implement them. But it is possible to get it removed if you manage to contact them.

Just for clarification a bot net is a network of IRC bots all connected together usually outside of IRC to perform a synchronized attack. To be honest if your computer has been compromised and has a bot on it it's not always easy to tell at first.

Im guessing either your computer is compromised OR you have a dynamic IP address and have been unlucky enough to be assigned an IP address that has been banned. My suggestion would be to contact the network administrators or server administrators for the network in question.

Simplest thing i can think of requires at least 2 servers and ONLY giving the test ops Local Operator status. Meaning they don't have the priviledges to kill remote users.

I have to say i agree with Stealth. If you can't trust the people you give O:Lines to not to kill the nick then you shouldn't be giving them an O:Line in the first place.

As far as i am aware all the "get_umodew" oper flag does is give an oper user mode +W automatically. It doesnt however restrict whether an oper can use user mode +W or not. Personally i dont have any problem with opers knowing when someone has done a /whois on them.

I didnt say it wasnt possible but my point is if you need to be able to prevent your opers from doing something why did you even make them an oper in the first place because it just shows you dont trust them enough.

Just a suggestion perhaps it might be a good idea for a stickied topic somewhere about how if you want to restrict opers from doing something they shouldnt be opers in the first place.

if by Max Globa Users you mean the count like these:
Current Local Users: 1 Max: 4
Current Global Users: 19 Max: 22
then that is only the maximum number of users that has been connected to the network and not the maximum allowed to connect. Same applies for the Local User count as above.

To be honest in my opinion it is the Channel Founder/Owner's responsibility to keep his/her channel secure and not that of the IRCops.
