How to set Network service mode?

Hello,

I am a network adminsitrator with the following modes rhgwlcLkKbBnGAaNCWHv , I see other Opers on the network with the same modes as me set themsleves as a Network Service +S , can you please tell me how can i do that also? what is the command for that?
