Aha! If I use mySQL in Anope services, most times I get nick collisions and only have access to NS and CS services.

If I rem out the mySQL block, I get access to all services.

Hi, I thought I'd solved this but it turns out that sometimes when I start up I have access to all services and sometimes when I start up in exactly the same way, I only have nickserv and channelserv currently available. It appears to be "random". I'm using Windows XP ports of Unread 3.2.5...

Sorted, though I'm not quite sure how. I went through this web page step by step. The last thing I did was I moved the aliases include file call to just after the other includes in the UnrealIRCd config file, from the position the aliases were in the example config file. Ah ... should have set my nick to autoop on (and unremmed NSModeOnID and NSDefAutoop in services.conf).

However, have discovered that OperServ is currently unavailable.

This appears to have been the culprit:

link services.sarmouni.dyndns.org
{
username *;
hostname *; // was 192.168.1.3
port 6667; // was *
...

Now /ns etc work :)
