If you use Notepad++ on Vista, YOU MUST RUN IT AS ADMINISTRATOR!!!

Otherwise when you edit Unreal's .conf files it will not edit them! It will save it to a VIRTUAL_STORE folder, BAD!!! You will never get it back.

HOW-TO: Right click Icon --> Properties --> Compatibility --> Check "Run this program ...

You can run Unreal as a Service in Vista. I use Notepad++ http://notepad-plus.sourceforge.net/uk/site.htm as my editor. I didn't run Notepad++ as Administrator so it wouldn't write to the files. Problem solved.

P.S. I am running this in Vista and I have to give it admin privileges for it to work.

As i said there is no extension besides .conf This is the file name unrealircd.conf Nothing more, nothing less

Okay, here goes.

I fixed all errors, now it won't start.
