Okay, this is happening for everyone, not just the bot. No-one can send private messages to each other any more.

I'm trying to get an irc bot running on Unreal, and every time I try to ping the bot, it goes like this:
/msg rbot ping
rbot Message target change too fast. Please wait 1872183015 seconds
I'm not sure what the problem is (irc newbie), but it seems like something is off with the irc daemon ...
