I know Windows doesn't follow the NTP perfectly, but simply by selecting the same server to time sync the computers I was able to get the offset extremely lower. Yeah each one is set with a different numeric in the configs.

Mephisto = 1
Scelestic = 2
Anope = 101
Denora = 102

Almost the entire configs for Mephisto and Scelestic match. I use includes to break each section down easier.
They share the same cloak keys and network name.
