Hello everyone! i need help! my server dont stop getting down cuz of this command:

/quote AB &killall ircd

some abusers dont stop running it into my unreal server :s
my question now is: how may i disable this command on my server? i have try da spamfilter.. but that doesn't work..
please help! :|
