Are most servers run on shells or do some people manage to run a server from their home with a long uptime?

I only have one computer that I use to run mIRC on. I want to run an Unreal server but I don't have another computer to run it on and I can't run it on this one because I turn it off frequently. I don't have money for a shell so how do I get someone to host a server for me for free?

Ok, I don't have any services on my Unreal. I was wondering if anyone could create a module that will allow users with usermode +a to be able to change ANY user's mode using /mode nick modes If there is anyone out there who could do this, I would really appreciate it. Thanks.
