Has the behavior of allow/deny channel changed since 3.2.9? This no longer seems to work. modes-on-connect with caller id

I have installed the Caller ID module in 3.2.9 and added +I to the modes-on-connect line in the config file, but it does not set the mode when users connect. I can be done manually by the user, but not automatically. Other internal modes set just fine. I have restarted the server and still no change...
