u could use:
* deny/allow blocks to prevent users creating channels
* set all open channels to +R

just as a suggestion

greetz , i was curious to know about multi kick Gottem already made a report on the bug forum ; https://bugs.unrealircd.org/view.php?id=5070 i believe this is a very big help for chanops to get rid of abbussive bots ( sure some will say use ssl or some other form of auth ) but that will exclude lot ...

you could use an anope module (if u use anope as services wich checks for idle and not joined in any channel) if u want to check in channel for idle i guess the only solution is to use some stand alone bot like eggdrop or alike that checks for idle and kicks / kills or whatever

yes thank u i looked into the dcc deny blocks earlier

i used a spamfilter for it in 3.2 i dont recall how it looked like tho
for both dcc and xdcc

They know they are spamming. Why let them know that their message isn't go through so they can change the spam by one letter and bypass it. I can exempt IRCOP's if that is what is wanted. it may be usefull to let them know in case some one greetz joined users twice or more with hello or hi to let t...

i tested both modules and the stoprepeat doesnt send notice to user as to why his message has been blocked and it also doesnt excempt IRCOP

other than that it works fine

i updated to latest UnrealIRCd-4.0.10 and +f [2r#D]:15 didnt seem to detect repeated lines

hey there Gottem i tried it out seems to work so far but it seems to miss some output to the halfop as to why he isnt allowed to use command/mode ( this might leave them confused )
other than that so far seems fine (just did some global testing)

thats what MOTD is for when they connect they see the rules and restrictions i dont think its needed to keep sending rules over and over again
they could also simply do /motd or /rules
