IMHO, you're probably being /SHUN'ed in the network. It's the only command that I know that can stop a user from doing anything, since sending messages to execute basic commands. I've talked to DroneBL folks and unless there's some kind of high abuse, they won't be adding ProtonVPN IP addresses to the blacklist.
I've created a file with require authentication blocks for all the ips here.

ProtonVPN has started not long ago providing free VPN to those that have Protonmail e-mail accounts. This is good for those concerned with privacy, but also a pain to protect our networks against possible abuses, since they own about 400 IPs and I'm not sure if they're prone to be constantly change...

That request falls into the kind of unethical requests.
Although you don't want to know what the users say, you want to know who PM'd who and that's already a privacy invasion.
No admin should be able to have that kind of control over their users.

Well, you can't set the spamfilter to hit just one person, iirc.
The request you're making would make possible to network admins/ircops to spy on others, and that's a very unethical thing to request.
If you have problems with spammers, just keep them out of your network with an akill/gline.

I believe, iirc, that UnrealIRCd won't install as root. you need to create a user to install and run UnrealIRCd (check your distro man pages).

As Syzop said, it's a measure so you can't spy on your users, otherwise your users wouldn't have any privacy.

Right now, when a oper do de-oper himself, their nickname is kept on the opers only channels as if they're using their network status (they're also able to read and send messages to those channels, despite they don't have their "powers" anymore). afaik, no. and that wouldn't be very appreciated for most of the users I guess. you'll make znc providers and stuff being killed, almost all your users would get killed sometimes. doesn't make much sense honestly.
