I fixed it, at least I hope.
I made all permanent lines for all countries. and I put in line the ip that interested me.
I hope this tactic works this botnet.

at the beginning nothing is set in the configuration file. unralircd6 started but I didn't see countries in whois. When I put a Persistent channel or from / mode #chan +P
