(I'm not sure if it's even possible to code it like that such a restart isn't needed [since you would have to deal with only new connections and stuff], or perhaps it's a lot of work.. I dunnow... it's a pretty uncommon thing to reconfigure anyway).

I find it pretty lame to block that stuff. I mean come on, can't you even put your own website/ircserver in your whois info? (like in realname, or in away [odd, but..])... I even think it's quite common to do that.. I mean, I know quite some friends that have their website named as realname. Spammin...

(without looking at it) AngryWolf's module seems to be the your opportunity to get cgi::irc support. Perhaps you could report the problem to angrywolf and work together to fix it? cgi::irc support is queued in the bugtracker as a feature request, but that's unlikely to be suddenly integrated tomorro...
