Indeed, I was able to reproduce your issue and a 'pkg install gmake' fixed it. After that I could run ./Config without problems.

I will see if we can make a check for this and output a clear error with information about what the user should do.

No blame. The fact that relative paths don't work is a bug that should be rectified. I just wanted to make sure that it was the issue you were encountering :)

Note that what CrazyCat is saying about the problem is limited to the './unrealircd spkifp' command only, not about the set block. Crazycat: could it be that you only tried relative paths? I see an issue with that, since the cwd is changed to the tmp directory. Absolute paths should have worked, tho...

I just realized that we use MD5 also for seeding the random generator. So, yeah, that simple trick of not loading the cloaking module won't be sufficient. It would require code changes in UnrealIRCd to support FIPS-140-2. You could open up a feature request at https://bugs.unrealircd.org/ if you want.
