Did you tried to add a new user, SSH login to that user, download the source, compile and start UnrealIRCd as that user?

I assume that you can install it as root but not start it.

None of the mentioned stats services works with UnrealIRCd 4.x and higher. I'd advise you to setup Anope with a mysql database and use MagIRC for web stats. As per http://tinyurl.com/u32eol the 3.2.x series of UnrealIRCd are now deprecated and no longer supported.
You should consider upgrading your IRCd to the latest stable release, which is UnrealIRCd 4.2.2.

IMHO, you're probably being /SHUN'ed in the network. It's the only command that I know that can stop a user from doing anything, since sending messages to execute basic commands. I had this idea, but if he's shuned, he can't join any channel. He/she stated that can't /JOIN any channels. Although, y...

IMHO, you're probably being /SHUN'ed in the network.

I've talked to DroneBL folks and unless there's some kind of high abuse, they won't be adding ProtonVPN IP addresses to the blacklist.
I've created a file with require authentication blocks for all the ips here.

ProtonVPN has started not long ago providing free VPN to those that have Protonmail e-mail accounts. This is good for those concerned with privacy, but also a pain to protect our networks against possible abuses, since they own about 400 IPs and I'm not sure if they're prone to be constantly change...

That request falls into the kind of unethical requests.
Although you don't want to know what the users say, you want to know who PM'd who and that's already a privacy invasion.
No admin should be able to have that kind of control over their users.

Well, you can't set the spamfilter to hit just one person, iirc.
The request you're making would make possible to network admins/ircops to spy on others, and that's a very unethical thing to request.
If you have problems with spammers, just keep them out of your network with an akill/gline.

I believe, iirc, that UnrealIRCd won't install as root. you need to create a user to install and run UnrealIRCd (check your distro man pages).
