Also, I see you don't have a link { } block for your services in your unrealircd.conf. But UnrealIRCd will definately give you a warning about that when anope tries to link ;)

Strange. You could try linking without ssl.. so in your services.conf
port = 6667
ssl = no

(Since you're on localhost SSL is not important anyway)

If 1) you connect as a user to your irc server and become IRCOp, and then 2) you start anope... what do you see on IRC?
UnrealIRCd may give you some server notices with additional information.

It shows the current best practices of using DNS Blacklists to combat drones/proxies, the antirandom module and a brief mention of spamfilter.

Did you tell mIRC that you are connecting to an SSL port? You have to do so explicitly:

Note the + sign before the port.

Most likely the WARNING regarding the time jump is a result of <<something>> on your machine. So not related to UnrealIRCd. So: 1. <<something>> makes your machine stall / slow down incredibly 2. this causes a huge server lag + WARNING about time jump + likely other things with any other daemons run...

As Gottem said CACert offers pretty much no benefit over the default self-signed certificate.
You should go with Let's Encrypt instead. Then you get a 'real' certificate.
