With just a couple random samples from your list there I have determined that most of your bots are found on rbl.efnet.org and dnsbl.swiftbl.org
My advice here is to setup a BOPM to check against those.

This issue is purely a client desync. The cause however is UnrealIRCd as you rightly noted. 1) use passworded allow blocks, and configure your CGI:IRC to A) use the webirc method (and a cgiirc block) and B) supply the correct password upon connecting

You will need to start by setting EncModule to enc_none then shutdown Anope and delete all the .db files as they will no longer work.

Just a guess but the difference could be caused by the direction of the server connection. I mean the number of clients it says it has is the number of client connections that connected to the server, so it's possible the server count in the same line means the same but for servers. Firstly the NickServ issue is NOTHING to do with Unreal IRCd so please start a SEPERATE thread in the services board.

Also the error says "link denied for irc.chainscriptz.net" but your link blocks are for irc2.chainscriptz.net and hub.chainscriptz.net, neither of which are irc.chainscriptz.net.

Seeing as the log for Denora says connection refused and your listen block listens on 127.0.0.1 im going to suggest "localhost" on your box doesnt resolve to "127.0.0.1" so in denora's config change "localhost" to "127.0.0.1"
