If you looked at the date you would see it's from Oct 2003 ;).
Basically these were the first rules that went into spamfilter.conf, and they are still there.
Small note: the rules got changed recently in CVS to slightly better ones, probably better to use those instead.

The contents of ircd.motd should be displayed on connect, unless: - you forgot to rehash - you have short motd (ircd.smotd), short motds are displayed on connect while ircd.motd is displayed upon /MOTD.
