I think your best bet is to use the spamfilters to block messages containing that email address which will prevent the register command going to your NickServ. If you wish to prevent an email from being used the only way i can think of is to have services disallow registrations of more then one nick...

The alternative to a no priviledge oper block is to add a passworded allow block with nopasscont set that puts any user specifying the correct password into a class with a higher recvq.

Again set::oper-only-stats "o"; only prevents non-opers from using /stats o on the IRCd on which it is set but does not prevent services users from being counted as opers.

Just a note, it would have to be done by the IRCd as services do not have any idea of the activity of a user where as the IRCd does because all the users commands/text goes through the IRCd but it doesn't with services.

I was wondering that too. If it's only because you dont want your AOP's giving anyone HOP maybe without your permision. Then it seems you dont trust them and in my opinion should have givern them no more then HOP anyway.

If you delete the DBs that removes ALL channel registrations, nick registrations, BotServ bots, memos and various other things added via OperServ.

Well then the other option is as MarHazK suggest to uninstall and completly re-install Anope from scratch. You could try first with backing up and restoring your databases and then with fresh ones see if that makes any difference.

Just a random question what operating system are you using?

Now i think about it the only 2 things different when i fixed it where that it was on a different computer and a new install with the databases from the previous install and i upgraded from 1.7.13 to 1.7.14 of Anope. So i dont think its related to the databases.
