In Unreal you use 'can_overide' in the oper block then set yourself +q by typing '/mode your-nick +q' This will make you +q globally. However, this really isn't needed since as an Admin you have more power than the Channel Ops. All +q does is stop you from being kick/banned, which if the ChanOps ban...
