You have to create the unrealircd.conf file yourself.
This is clearly stated in the documentation: http://www.vulnscan.org/UnrealIRCd/unre ... stallation (Point 7).

Take the example.conf as a starting point and read the whole documentation.

Yeah, I suggest Fedora or Red Hat, too. You could also use CentOS ("free" version of Red Hat Enterprise Linux).

(Debian isn't a good choice for beginners, I think. Plus it's often old -> very annoying if you are running a webserver.)

The documentation clearly states that spamfiler are case insensitive. Are you connecting to the correct IP?

You connection attempt over the internet can't work by the way - you have to use your external IP and not the internal one (plus forward the port to the correct IP).
