that depends on how you installed. As far as i can see, you installed as a service. Open up by clicking on the icon not by just opening wircd.exe.
Yes, you need to open the ports in your firewall and/or modem. Also try to search ircd.log for any errors, wich might prevent unreal from starting

There is some module out there, don't know the name or anything, but AngelSL had installed it. i could simply /j #imbannedonthischannel and i was in.. (worked for +k, +i etc too)

or, recompile your IRCd; during install it asks you if you want prefixes, say NO if you don't want those prefixes. And if you do /mode #Blah -a SUPERMAN then regular Ops can kick him which I'm sure you don't want. bots from anope are using umode +q, so that won't work ;) AND if you do /mode #chan -...
