As far as I am aware, Syzop has a HelpOp Login module on his website. It's about €60 and from what I have heard, works rather well.

It sounds like you would benefit better from the paid module https://www.vulnscan.org/product/SQLMod-II by Syzop as it forces users to sign up to a website, use /pass PASSWORD to connect and it can pull their age from the MySQL table and check it against the channel mode on join, if their age is inc...

This sounds like f_auth by fez. I have used this module and it is quite good. However it does wreck havoc for users if you have set::auto-join enabled. As the user has to type the code, /part the channel and /join the channel.
