You most likely have to forward 1 or more ports on your router. Read the manual or check if your router is listed on http://www.portforward.com/

Let all leafs have a link block to all the hubs you want, don't make them auto-connect. Make link blocks to the leafs on your hubs, make them auto-connect. If you're using mIRC, try this; /remote off then type !deop in the channel. If you still part the channel, then it isn't related to any scripts loaded. Anope only has the OPNOTICE function, it can't notice when a VOICE/DEVOICE command is used. I found a module on anope.org, but for HALFOP/DEHALFOP.
