If you compiled your own version from scratch, then you can indeed add commands by creating your own modules. You would also be able to compile up bs_fantasy. If it's the pre-compiled version, you'll have to just stick with whats included in core. Try:

/msg botserv set #channel fantasy on

Also, there never was a 1.6.3 version for Windows, so you probably had an unofficial version, which we don't support.

I suggest installing a nice copy of 1.7.3 from http://windows.anope.org, in a new directory, with new config files, and new databases. This is likely to solve your issue.

I suggest you upgrade your Anope ASAP. 1.5.10-RC5 is a VERY old development version, and has some serious bugs, and a possible exploit. You can still search the example.conf for anything with 'Delay' in it, and read the description about each option.
