I would also recommend using services or a service module that will uniquely set hostnames to identified users. The biggest problem you will have is you will not be able to ban just one person without banning everyone

This is not possible without including the channel name.

Is this user connecting from inside your network, using a client installed on your server (like shell access), or a webpage for chatting on your site?

With a comparison such as that, IRC will allow more flow of messages.
UnrealIRCd has a queue, and will apply a delay to messages in that queue when they are sent rapidly. Usually the first 4-5 messages go through without delay, but anything after that will have an increased delay.

Admin and coadmin are the same. We have 2 levels because when linking to some networks they only allow 1 person labeled as admin.
You are correct about services admin, it includes can_setq and can_dccdeny. A netadmin is the same as a services-admin, again for labeling purposes.
