Infrastructure: moved to different provider

There was a problem with the HTTP redirect to HTTPS for
www.unrealircd.org. This has now been fixed.

There were again some troubles tonight due to a misconfigured network interface. Apologies for the inconvenience. I've now improved the monitoring system so I get proper notification when something is down.

Our provider couldn't cope with the repeated DDoS attack we are experiencing so we're now back to Amazon. Too bad, this would have saved us hundreds of dollars per year, which is a lot for a volunteer open source project.
There were several DNS amplification & reflection attacks over the past weeks. Ah well,
we're not alone...
