Is there any good irc services for windows (except anope) that works with UnrealIRCD 3.2.3?

* MemoServ
* OperServ
IRC Services for windows

Only you can choose whats "good" or "better" so it may take some time for you to find it. I suggest using a search engine like google.com.

qwerty, as I just said, finding services for Windows can be difficult, and you have very few options when it comes to services for windows. Here are a few you can look for:
WinSE http://winse.ath.cx
Anope http://www.anope.org
IRCservices (i think) http://ircservices.za.net
Auspice (very buggy tho)
LakeServ (worse than Auspice in some cases)

the latest version (pre compiled for windows) of IRCServices can be found at http://www.servicescommunity.za.net/ in the releases section.

Make sure you read the documentation over on http://www.ircservices.esper.net (anyone know if they're going back to .za.net?)
As for your problem, try moving those files into the "lib" subdirectory and renaming them appropriately.
