Disabling VOP and HOP list

Now i have disabled halfop mode on unreal and anope. This works in anope like that: Ex : An aop can add hop but when he added hop chanserv gives the man +v. Like vop. But i want an aop can't add any hop or vop in xop system. Who can answer it? I want to disable aop's adding in xop mode (without level mode). How can i do that? If there ' s no option or else. Please tell me how can i disable the VOP list completely. Thank you.

Why do you not want AOP or VOP? What is the point of using services again if not to OP certain users on join?

Read again!!!!!!!!!! I don't want to use VOP and HOP list... I didn't say aop!
Tell me how can i disable vop and hop list in anope 1.7.10 plsz.. i am waiting..

you can close it by restrict channel modes but . when you do it irc operators still can use +h like want from operserv. i want to disable +h for all on the server. how can we do that. thank you.

You can't. There is a feature request somewhere about doing a such thing, but has not been scheduled for any future releases.

Also, disabling VOp would not be a good thing, as it is an RFC-mode (IIRC)

HOP can be disabled right, because Half-Op is an additional modes in RFC.

It's not possible. It's a feature of Unreal, you can't completely disable it.

Maybe if you'd use an ircd that doesn't support halfop/superop/owner? There's ircu and bewareircd for that.
