Uhm, are you talking about services? What services are you using?

<@Global> NickServ: Nick Tester has been requested
<@Global> NickServ: sent registration verification code to [email protected]

not sure where to place in UNREAL config (not services) a ban on the email of [email protected]

You should use services to block it...

Or you could try reading the Unreal documentation regarding spamfilter blocks.

using services - how would i block this specific email address from being used to register - as we use the email part to verify the person as a real user.

I think your best bet is to use the spamfilters to block messages containing that email address which will prevent the register command going to your NickServ.

If you wish to prevent an email from being used the only way i can think of is to have services disallow registrations of more then one nick with the same email and then somehow resgister a nick with that email yourself.

And then setting NOEXPIRE on, yadda yadda.

my main channel is set +R - i am trying to keep a person from being able to enter the networks main channel by stopping them from being able to use that email address for registering.

What version of services are you using? There is an addon for Anope that may be of use to you..

http://www.anope.org/modules/os_blacklistemail.c

Unfortuantely, you need to have SQL Support compiled and enabled on Anope to even be able to add that module.
