Owners not getting +q

Hi i have a problem with owners of channels and i cannot fix so i need some help please running 3.2.8.1 with anope 3.2.9
the problem i am having is when owners make a their channels they get +q but when they leave and come back in using right credentials the +q doesnot appear until they msg chanserv OWNER #channel name and password this is where i am stuck what have i forgotten ???
