Problems with /Oper Oper Login

Hi guys.
My friend and I set up a new IRC server which is going good.
We have an issue with the Operator login.
We both use the exact same log in for Oper. However, When he logs in, he has more control than i do.
For example Activating vhosts. He is able to activate vhosts, drop nicks/channels etc, however, i cannot. It doesnt matter if he logs in first or i do.
Any ideas?
