how should a filter look like, which filters any [r] [c] [e] [q] [a] [l] [c] [o] [m] and s â‚¬ r v â‚¬ r privmsg,chanmsg

First:

(I used block as action, you may want to change that, --> read the docs)

Second: Are you sure you pasted it correctly? Are there really question marks? Or should these be control-characters?
