Well looking at that ident that looks like he used a CGIIRC setup as a proxy.

http://cgiirc.invictachat.net/decode.php?ip=4145f809 shows the real IP.

So what you could do is use ban version blocks to ban CGIIRC CTCP version replies.

Additionally if you want to spam filter it could you provide more examples please?
