i know ultimateircd have a command to add oper : /addoper .... . and i wonder that unrealircd dont have a command like that ?

Unreal has no such command.

There is a module that can dynamically create and delete opers.

do u have it stealth ? can you post it user for unreal 3.2.2b windows ?

It is possible (albeit, not very easily) to do this without any external modules by using the /ADDLINE command. However, this would be for really experienced users only, and it's not something that I would use unless I really had to.
