Can't connect to my server

Hi, I downloaded UnrealIRCd not too long ago, and I really like it, but for some reason I can't connect to it lol. I can connect to it if I do "/server 127.0.0.1", but not any other way. I don't have a firewall running, and I'm behind a router, but I forwarded the ports to the computer that the server is on. Yet when I try and connect by typing "/server 70.24.36.244", I keep getting this:

* Send error ([10054] Connection reset by peer)
* Disconnected
* Not connected to server

I don't know why, and apparently I'm not the only one that gets it either. If anyone knows what else this might be, I'd be glad if you could help, thanks.

Windows XP? Make sure that firewall is off as well
