Unreal 3.2.3 / WinBOPM 3.1.2 - Stopped Working After Reboot?

Hi there, I have a Windows Unreal 3.2.3 server that I recently added WinBOPM to. Everything worked great until recently WinBOPM stopped working. When I use BOPM.bat to start WinBOPM it looks normal but it does not log anything to bopm.log (no new log stuff since last reboot) - I've tried re-configuring the conf file from scratch, reinstalling WinBOPm but nothing... I haven't changed any other part of the OS. IRC doesn't see the BOPM connect and -ddd or no -ddd there is nothing logged, and BOPM.exe doesn't seem to start (when I try killing it says no process found). Any tips?
