If i had ircops that abused their abilities like that, the oper block would disapear very quickly. Spamfilters can probably deal with this issue, but i would deal with the source of the problem (the admin/ircop) and not the results.

del the link block of their leafs, take them out of dns and squit the servers.
Even if you could /spamfilter text sent to services via aliases (which you can't (yet)), it wouldn't help, because IRCops are not affected by spamfilter.
You should delink the server - if the IRCops/Admins there don't follow the rules of the network, they shouldn't be part of it.
